The preliminary draft aims to make the dispute settlement procedure more effective and to clarify the conditions for access to the inquiry procedure. The online consultation on this bill was open until November 22, 2019.

On behalf of Wintertaling, Marein Smits and Martin Blom responded to the online consultation. In their contribution, they draw attention to the position of certificate holders and propose that certificate holders be given a role within the dispute resolution process.
